Adelbert Welborn Antonino is a former Mayor of General Santos City and Representative of the 1st District of South Cotabato to the 8th Congress of 1987.
Adel, as popularly called, comes from a political family. His parents: Gaudencio and Magnolia Antonino were both Senators of the Philippines; He is the father of the current Representative of the 1st District of South Cotabato, Darlene Antonino-Custodio; His wife, Luwalhati R. Antonino, is also a former Representative of the 9th (1992-1995), 10th (1995-1998), and 11th (1998-2001) Congress of the Philippines. His brother, Rodolfo, is also a Representative of the 4th District of Nueva Ecija to the 13th and 14th Philippine Congress.
He first joined politics in 1984 when he ran for the Batasan. He lost but in 1987, he won in the first congressional election under the Aquino administration.
Adelbert Antonino is married to the former Luwalhati Ricasa of Upi, North Cotabato. Both Adel and his wife Luwalhati won in the 1992 synchronized national and local elections when they ran as mayor and congressman, respectively. Like her husband, she served as Representative of the First Congressional District of South Cotabato, but this time for three terms, from 1992-2001. As an active member of the House of Representatives, Luwalhati was the Chairman of the House Committee on Foreign Affairs and has sponsored the landmark legislation affecting Woman-Republic Act 7877 – The " Anti-Sexual Harassment Act of 1995".
In 1995, Adel lost in his re-election bid against Rosalita Nuñez. He ran again as City mayor and won in 1998.
