A committed social worker herself, Secretary Soliman’s appointment to the helm of the Department of Social Welfare and Development has been laudably welcomed by civil society especially by non-government organizations.

Prior to her appointment, “DINKY” as she is known to associates and friends was Executive Vice-President of Community Organizors Multiversity as well as Executive Director of CO-TRAIN. She pioneered in developing a rural organizing program as a trainor and coordinator in Bukidnon under the auspices of the Social Action Center of Bukidnon way back in 1976.
