Cynthia A. Villar is the Representative of the lone congressional district of Las Piñas City and the chairperson of the House Committee on Higher Education. In her capacity as chairperson of the said committee, Villar is also a member of the University of the Philippines (UP) Board of Regents, the highest governing body in the UP System.
Villar was born in Muntinlupa City on July 29, 1950. She earned a degree in business administration from the University of the Philippines and a masters in business administration from New York University.
She started working as a financial analyst and professor. She married former Speaker of the House Manny Villar in 1975, and helped her husband established a low-cost housing builder Camella & Palmera Homes which eventually became biggest homebuilder in the Philippines.
In 1989, she joined Capitol Development Bank fand became its president until 1999, eventually making it one of the biggest private development banks. She was elected the president of Development Bankers-Association of the Philippines.
She is an elected three-term Congresswoman, representing the lone district of Las Piñas City. She has consistently worked to advance the welfare of women, children and family. She is the wife of Senator Manny Villar and the mother of Mark, Camille, and Paolo.
