Edcel C. Lagman (born May 1, 1942) is a Filipino politician, lawyer and a current member of the 14th Congress of the Philippines as the district representative of the 1st District of Albay in the House of Representatives from 1987 to 1998, then 2004 to present. He is a member of the political party LAKAS-Christian Muslim Democrats (LAKAS-CMD) and is presently the Chairperson of the Committee on Appropriations, which has jurisdiction relating to the expenditures of the national government.

Lagman was born on May 1, 1942 in Camarines Sur. He finished elementary at the Tabaco Central Elementary School in 1954 and high school at Tabaco High School in 1958. A graduate of the University of the Philippines where he obtained degrees in Arts (1962) and Law (1966), Lagman is the brother of Filemon "Popoy" Lagman, the founder of the Partido ng Manggagawa, and Hermon, a political activist who disappeared during the Martial Law.
