Faustino Dy, III is the current Representative of the 2nd District of Isabela to the 14th Philippine Congress and former Mayor of the municipality of Cauayan from 1992 to 2001. He has also served as Representative of the same District to the 12th and 13th Philippine Congress (2001-2007).

Coming from the political dynasty of the province of Isabela started by his father, (Faustino Dy, Sr.), his siblings are all in government service: Benjamin G. Dy, who served for three terms (1992-2001); Faustino Jr., is a former Representative of the 2nd District of Isabela from 1992 to 2001 before becoming a Governor himself in 2001 (he was defeated in the 2004 Elections by Grace Padaca); Caesar G. Dy, is the current Mayor of the municipality of Cauayan, Isabela (2001-Present); Napoleon S. Dy, is the current Mayor of the municipality of Alicia, Isabela (2001-present); and Victor G. Dy, is a former Barangay captain of San Fermin, Cauayan, Isabela (2001-2004).

He finished his elementary education at the Mater Carmeli, Quezon City in 1975 and his secondary education at La Salle Greenhills, and Edison High, in U.S.A in 1979. He took Bachelor of Science in Commerce Major in Economics from Isabela Colleges, Cauayan, Isabela and finished it at the University of Santo Tomas in 1986.

Prior to being the Representative of the 2nd District of Isabela, he first served as Mayor of the municipality of cauayn, Isabela for 9 years (1992-2001). He was the President of the League of Municipalities of the Philippines, Isabela Chapter from 1998 to 2001.

He worked as manager in Cosmos Bottling Co. , BGD Construction and Isabela Hotel in 1980. He was also an action officer of the Kabataang Barangay, Region 2 from 1980-1984 and director to the Kapisanan ng mga Barangay ng Pilipinas (1989-1992). He was appointed vice mayor of Cauayan, Isabela in February and ended in March 1992.
