Francisco T. Duque, III, born on February 13, 1957 in Manila, is the current secretary of the Department of Health (DOH). He started as director at the University of Pangasinan from 1989-1999; then as Medical Director at Doctor’s Pharmaceuticals, Inc. in Veterans Village, Parañaque City from 1996-1999, among other positions. He became undersecretary at the Department of Health from March 2 to June 17, 2001. In June 2001, President Gloria Macapagal-Arroyo appointed him as President & CEO of the Philippine Health Insurance Corporation or PhilHealth. Under the leadership of Pres. Duque, PhilHealth successfully implemented the enrollment of 5.9 million families or 29,901,890 beneficiaries under the GMA Sponsored/Plan5-25 Program of 2004.
He became Cabinet Secretary in October 11, 2004 and appointed as secretary of Health on June 1, 2005.
Secretary Duque finished his Bachelor of Science at the University of Santo Tomas (UST) in 1978. He finished his Doctorate in Medicine at the same university in 1982; his Master of Science at Georgetown University in 1987.
He underwent Immunology Scientific Training at Georgetown University School of Medicine from 1985-1988. He also took his Post-Graduate Course, Executive Education on Health Program Management at the Harvard University School of Public Health and Graduate School of Management in 1992.
Secretary Duque is married with five children.
