Foreword: Please pursue investigation in conjunction with various issues with:
1. Security and Exchange Commission.. attached SEC chairperson letter or call (632) 584 5911 Director Cataran for status on complaint of stolen/missing documents in the commission. Paper trail in SEC.
2. National Bureau of Investigation, NBI SI Salvador R Arteche Jr on subpoena related to Penber Inc. Fabrication of Public Document/ document. (02) 525-2184/ 525-0445
3. Endorsement 4 May 2010 DTS A4-10-310, HUDCC

In view of the various issues, to protect the CMP buyers, the undersigned requests that the names and downpayment of the CMP buyers must be accounted and that the sales and CMP collection of receivable by Penber Inc or alleged representative should be stopped considering that the on going SEC and NBI complaints have clouded the true ownership of the titles of the corporation. This complaint will be submitted to House of Representative, Good Government & Accountability Cmte.

Attached is a letter to then Vice President Noli de Castro ,Pres of Social Housing dated April 15, 2010. Attached also is a respond to said letter by Secretary General of HUDCC , USEC Lucille P. Ortile providing endorsement dated May 2010 for Hon. Fermin Arzaga President of Housing Finance Corporation DTS No. A4-10-310, copy furnished the Office of the Vice President . 1. Resolution of various issues of Angkan Village HOA under CMP

The complaint of Angkan Village on Block 6 of Miramonte Park is contained in the attached letter to Hon. Mayor Recom Echiverri that currently has mushroomed from Block 6 only to contested 1,000 lots . What happened? Was the subdivision into smaller lots approved by the City Council of Caloocan City , City Engineers? . What are the appropriate action provided by the each of the COORDINATING COUNCIL OF THE HOUSING AND URBAN DEVELOPMENT.

There is allegation that to circumvent subdivision laws, the Administrator demanded P25,000 down payment per lot from the 1,000 CMP buyers to share for the approval of CMP with authorities. If Administrator or Penber Inc current stockholder on record cannot account for the total downpayment , it will prove that the allegation has merit.

The undersigned since May 4, 2010 has not been advised of the Action taken on the endorsement. The problem even escalated. The undersigned was past president of the Filipino Community of Guam and the Fil-Am chamber of Commerce of Guam. We subscribe to ABS _CBN TV patrol hosted by Noli de Castro to stop corruption in the Philippines, bangon Filipinas.
