Moises belongs to the Espinosa clan, the political family that dominated the province of Masbate for decades. He was the son of former Representative, Moises R. Espinosa. His siblings, Mario and Maloli are also in government service, the former being a former Vice Governor. Born to a political family, he also died because of this. He and his father had the same fate, killed in the middle of their terms of office (Moises served for only 40 days as City Mayor). He died in 2001 and his father in 1989 at the Masbate Airport.
