Achievement has been a hallmark of the life and professional career of Governor Manuel C. Ortega, who is on his first term as the local chief executive of La Union, after posting an overwhelming victory in the May 14, 2007 elections.
A “jack of all trades,” his vast experience and academic competencies make him a very effective leader. He was a consistent student leader during his college days in the University of Santo Tomas where he finished his Bachelor of Science in Commerce, majoring in Management and Business Administration. Governor Ortega also holds a Master’s degree in National Security Administration (MNSA) from the National Defense College of the Philippines. Unknown to many, he is also a bemedalled officer of the Armed Forces of the Philippines where he holds the rank of Lieutenant Colonel.
Casimiro Ynares, Jr.
Casimiro Ynares Jr. is the former governor of Rizal (1992-2001 and 2004-2007), replaced by his son Casimiro Ynares III and former municipal mayor of Binangonan, Rizal (1971-1986 and 1988-1992). His wife Rebecca Ynares is also a former governor of the same province of the Philippines.
He finished his Bachelor of Arts Degree at the University of Santo Tomas and was one of the Recipients of UST’s Ten Most Outstanding Alumni in 100 years. He was mayor of Binangonan, Rizal for 20 years and was the youngest mayor elected during his time.

Eufranio Eriguel
Eufranio C. Eriguel, M.D. is the current Mayor of the municipality of Agoo of the province of La Union, Philippines. Dr. Eriguel was born on June 12, 1959 in Agoo, La Union to Dr. Femy Fangonil Eriguel and Mrs. Bibiana Chan Eriguel.
He finished his elementary education at Agoo East Central School as a salutatorian in 1971 and his secondary schoolyears at Southern La Union National High School (1st Honorable Mention) where he topped the NCEE with a percentile grade of 99%. He obtained his Preparatory Medicine and Medicine Proper degrees from the University of Santo Tomas. He spent his Post Graduate Internship at Veterans Memorial Medical Center (1983-1984) Manila, Philippines.
Faustino Dy III
Faustino Dy, III is the current Representative of the 2nd District of Isabela to the 14th Philippine Congress and former Mayor of the municipality of Cauayan from 1992 to 2001. He has also served as Representative of the same District to the 12th and 13th Philippine Congress (2001-2007).
Coming from the political dynasty of the province of Isabela started by his father, (Faustino Dy, Sr.), his siblings are all in government service: Benjamin G. Dy, who served for three terms (1992-2001); Faustino Jr., is a former Representative of the 2nd District of Isabela from 1992 to 2001 before becoming a Governor himself in 2001 (he was defeated in the 2004 Elections by Grace Padaca); Caesar G. Dy, is the current Mayor of the municipality of Cauayan, Isabela (2001-Present); Napoleon S. Dy, is the current Mayor of the municipality of Alicia, Isabela (2001-present); and Victor G. Dy, is a former Barangay captain of San Fermin, Cauayan, Isabela (2001-2004).
Raul De Guzman

Raul C. De Guzman is the current Mayor of the municipality of Basista of the province of Pangasinan, Philippines. One of the recipient of the 1965 TOYM Awardees for education. He also holds a Doctor of Medicine (M.D.) degree from the University of Santo Thomas and is licensed to practice medicine. He was overwhelmingly elected and is serving his second term as mayor of Basista. He is married to the beautiful and former beauty queen Gina De Guzman and they have two lovely daughters.
Atanasio Dayrit, Jr.
Atanasio T. Dayrit, Jr. (b. May 28,1934) is the current Mayor of the municipality of Cabatuan of the province of Isabela, Philippines.
Mayor Dayrit finished his elementary education at the Cabatuan Elementary School and spent his secondary schoolyears at the Cauayan Rural High School and La Salette of San Mateo. He obtained a degree in Associate in Arts from the University of Santo Tomas and pursued a Medicine degree from the College of Medicine of the Manila Central University. He passed the Medical Board Examination in 1961.
Aside from being the Mayor of their municipality he also privately practices his profession as a medical doctor. He is the owner and Director of the Dayrit Medical Clinic & Hospital. He was elected as Mayor in 1992 and served until 2001. He was re-elected in 2004 and is now on his third term as such.
Lawrence Cruz

Lawrence L. Cruz (b. January 30, 1965) is the current Mayor of Iligan City, Lanao Del Norte.
He started being a public servant when elected as chairman of the Kabataang Barangay in 1985 and became the president of the Kabataang Barangay Federation of Iligan City. He was appointed City Councilor as Kabataang Barangay – Youth Sector Representative in 1989. At the age of 27, he was the youngest elected councilor in Iligan’s history when he was elected as such in 1992. He was elected Vice mayor of Iligan in 2001 and as Mayor in 2004. His victory at the last May 14, 2007 Elections is for his 2nd term as mayor.
